Nicholas Roxborough (Nick) has been described as both a legal and professional Difference Maker and Thought Leader in the California business and governmental communities. He is the Managing Partner of Los Angeles-based Roxborough, Pomerance, Nye & Adreani, LLP (RPNA). RPNA is an Employer’s Rights law firm specializing in representing employers nationwide in complex employment, business and sophisticated insurance programs. Nick has succeeded in generating over $200 million in legal fees for RPNA. He has extensive Trial, Arbitration, and Appellate experience. Nick is credited with having literally made the law in California taking on the largest insurance companies on behalf of employers. In doing so, Nick materially modified insurance carrier behavior when it comes to serving mostly California businesses and policyholders. He has also sponsored and written legislation and testified in Sacramento on behalf of RPNA’s clients, and on behalf of proposed legislation that is at the core of RPNA’s clients’ interests.
Born in Tanzania, Africa, raised in San Francisco, and having moved to Los Angeles, for over 30 years, Nicholas passionately recognizes that every case and every lawsuit has a quantifiable and financial impact on his clients’ bottom lines. As the Co-Managing Partner of Los Angeles based Roxborough, Pomerance, Nye & Adreani, LLP (“RPNA”), RPNA is the first law firm in the country to specialize in representing employers nationwide in workers’ compensation premium and audit disputes, having fought and won most of his client’s trials, arbitration and appeals. Nicholas’ body of work is in the insurance, health carrier related field, involving complex commercial litigation and arbitration matters, including RICO and unfair business practices.
Nicholas also has extensive expertise in assisting tribal entities throughout the State of California in their battles against carriers and regulatory agencies concerning the protection and preservation of tribal entities’ sovereign rights and insurance coverage issues.
In addition to practicing in the litigation field, Nicholas also is involved in sponsoring, writing and navigating legislation in Sacramento for his business clients. It is not uncommon for Nicholas to sponsor or draft legislation with the assistance of Lobbyists, to testify on behalf of his clients, and on behalf of proposed legislation that is at the heart and soul of his clients’ needs.
Mr. Roxborough is regularly quoted as an expert in numerous employer and insurance trade journals, and has appeared on television to comment on insurance and privacy matters.
ACCOMPLISHMENTS
Obtained eight leading published appellate opinions concerning employer’s rights in the workers’ compensation premium and collateral dispute arena.
Won a court decision on behalf of a California tribe and its temporary staffing business, erasing over $9 million in assessments made by the California Employment Development Department (EDD).
Recently won a Published Opinion preventing a Third Party Administrator from compelling arbitration of the employers’ allegations of claims mishandling under Equitable Estoppel Principles. This precedential case is the subject of further interpretation by several appellate courts including California and New York.
Obtained the largest punitive damages award upheld by the California Court of Appeals on behalf of a California employer against its workers’ compensation insurance carrier.
Obtained over ten precedential appellate opinions concerning Employer’s Rights in the workers’ compensation premium and collateral dispute arena, including the unenforceability of arbitration clauses.
Won a precedential ruling at the Department of Insurance in Star Roofing Company, Inc. v. The Workers’ Compensation Insurance Rating Bureau (WCIRB), that affects the way workers’ compensation premiums are calculated for California employers covered by a carrier that subsequently became insolvent.
Obtained a statewide injunction against California’s largest workers’ compensation insurance carrier for unfair trade practices.
Obtained settlements in California class action lawsuits against financial institutions over check cashing fees. The settlements ensured that employers remain in compliance with the California Labor Code and provided free check cashing for their non-accountholder employees
Won numerous cases and arbitrations where national carriers have been found to be in violation of California’s Business & Professions Code Section §17200 (unfair trade practices) and engaged in bad faith claims mishandling and charging of hidden fees.
Won numerous precedential rulings at the Department of Insurance which concerned: the way workers’ compensation premiums are calculated for California employers whose carrier subsequently became insolvent; and the unenforceability of carriers collateral or side agreements against their employer-insureds.
COMMUNITY
- Board of Airport Commissioners: Appointed by the Mayor, Nick has served on the LAX Board of Airport Commissioners (BOAC) since 2019. He is one of seven Commissioners and is the only Commissioner from the San Fernando Valley. As a Commissioner, Nick helps oversee the largest construction project in the history of Los Angeles involving approximately $30 billion of construction.
- Commission on Health and Safety and Workers Compensation (CHSWC): Appointed by then Assembly Speaker Anthony Rendon in 2021, Nick serves as a Commissioner on the CHSWC on behalf of the Employer community in California. As a Commissioner he assists in making substantial recommendations to the California Legislature concerning the health and safety of employees regarding Workers’ Compensation issues.
- Nick also serves as the vice chair on the Board of Friends of the Los Angeles Coliseum, a Board designed to reimagine the world-famous LA Coliseum. Such is a huge opportunity in that the LA Coliseum will be the host of the 2028 Olympics which is literally just around the corner.
- Department of Insurance’s California Organized Investment Network (“COIN”) Advisory Board: Nick served as the President of COIN whose mission statement is to guide insurers on making safe and sound investments that yield environmental benefits throughout California and/or social benefits within the State’s underserved communities. Under Nick’s leadership, as the COIN chair, the program grew from raising millions to billions of dollars in capital investments that have a positive environmental and social impact within California’s underserved communities.
- Nick previously served on two other Commissions: Vice Chair of the Los Angeles Police Department Permit Review Panel and El Pueblo de Los Angeles Commission.
Charitable Boards
Nick has served on the Board of Momentum Innovative Disability Services (formerly United Cerebral Palsy) for over 30 years. As the Chair of the Board of Directors and then the Board of Governors, Nick helped grow Momentum to an organization that today serves a broad range of stakeholders in the disabled community. He currently chairs the Nomination Committee.
In early 2018, Nick was appointed to serve on the board of directors of Courage Campaign Institute, a nonprofit established to win progressive change and build power across issues, organizations, and communities throughout California. He was later nominated and is now an Officer/Secretary of the Courage Campaign’s C-3 Board.
The Institute’s mission is to defend and extend economic justice, human rights, and corporate and political accountability through public education, strategic research, and leadership-development training. It’s supported by more than 300 partner organizations and powered by 1.4 million members and grassroots community organizing.
Nick was appointed by Los Angeles Mayor Eric Garcetti to serve as a Commissioner on the Police Permit Review Panel. He was approved by the Los Angeles City Council and sworn in as a Commissioner. He was later elected chairman of the PPRP and currently serves as vice-chairman.
The Panel is responsible for issuing and overseeing a wide variety of Police Permits for businesses, including ruling on cases involving the discipline or revocation of permits and approving stipulations in the settlement of disciplinary cases.
Momentum
Roxborough also serves on the Board of Governors for Momentum (formerly United Cerebral Palsy) in Southern California, including a term as Chairman. Between 2009-2012, he served as Chairman of the Board of Directors.
Momentum is the largest nonprofit provider of direct-care services for individuals with Cerebral Palsy, Autism, Down Syndrome and other developmental disabilities in Southern California. It is dedicated to advancing their independence, productivity and full citizenship. Momentum provides support and services to more than 1000 individuals and their families each day through 40 programs and service sites across four counties and a staff of more than 600 professionals.
Honored for His Long-Standing Commitment
Momentum honored Nick at its 20th Annual UCP Golf Tournament where more than 300 people attended the tournament and gala dinner that followed, raising approximately $400,000 for the organization.

Giving a Voice at the Capital
Nick recently spent time in Sacramento advocating for UCP programs. Being a private, nonprofit, direct care provider of services to the developmentally disabled community in Southern California, UCP relies heavily on state reimbursements. With budget cuts and a reduction in the state reimbursement rate, it helps to have a voice at the capital.
COIN Advisory Board
Nick serves on the Advisory Board of the California Organized Investment Network (COIN). He was invited to join the board by Insurance Commissioner Dave Jones in 2013. COIN strives to serve as a national model providing leadership to increase insurance industry investment in underserved and rural communities throughout California. The Advisory Board assists in supporting leadership to increase the level of insurance industry capital in safe and sound investments that provide fair returns to investors, as well as social benefits to underserved communities.
Nick was appointed by Los Angeles Mayor Eric Garcetti and approved by the Los Angeles City Council in August 2018 to serve as a Commissioner for El Pueblo de Los Angeles. The commission is responsible for preserving and promoting this important cultural and historical destination, which attracts over two million visitors a year, through effective management of its commercial and historical resources and events.
